Budget cuts have hit the Department of Extraordinary Affairs, and Simon and Conner are swamped when a new batch of monsters appear they haven't seen before. One of those has murdered the boss’s best friend, drowning him from the inside out. Meanwhile the city is drowning them in paperwork.
